Meet Justin Lockwood, Deputy State Director located at the Oklahoma Department of Career and Technology Education in Stillwater, OK.
Justin Lockwood began his career at ODCTE as Deputy State Director in 2017. In 2023 he accepted the Chief of Staff position. He presently oversees day to day operations of the agency helping to ensure that the State Directors vision is carried out. During his tenure at ODCTE he has supervised multiple divisions, including, Accreditation, Assessment, BIS/Ed Partnerships, CIMC, Facilities and Logistics, Human Relations, Leadership and Professional Development, Print Plant/Warehouse, Resource Center, and Skills Centers.
Justin’s connection to education and public service is due in part to his mother being a teacher and his father an Oklahoma Highway Patrolmen. In high school he was active in FFA, raising and showing livestock. His family raised cattle and pigs. He attended Connors State College, Oklahoma State University, University of Central Oklahoma, Wichita State University and he holds a Doctor of Education Degree from Southwestern College.
His career in education in Agriculture Education began in 1990 as an Agriculture Education Instructor. He then moved into school administration as an Assistant High school Principal. He served as a principal and eventually as a Superintendent. He worked in prek-12 schools in size from Class B to 5A in both Kansas and Oklahoma.
He has been married to his high
school sweetheart, Julie, since 1986. They have two grown sons, both former Career Tech students. They have one grandson who, at 2 ½ years old, already has his own pig whip. Justin is an avid farm toy collector, traveling throughout the US looking for toy tractors to add to his 3800-piece collection.
